With reference to Sir F. D.

Lugard's Despatch No. 338 of the 12th. of last November, I

have the honour to forward for Your Lordship's information

copy of the correspondence noted in the annexed schedule

and to state in confirmation of my telegram of the 11th.

firm of Messrs. E. D. Sassoon and Company, had an inter-

-view with me at which he handed me the enclosed transla-

-tions of a notification issued on the 6th. instant by the

Head Bureau for the Suppression of Opium in the Kuangtung

Province and also of regulations issued by the General

Office of the Opium Licence Monopoly of the whole Province

of Kuangtung, known as the Kwong Yun General Office.
